Yep, he didn't chop her head off because Sanji didn't want him too, and he was afraid of that very (very) slight chance that she'd manage to harm Sanji in some way before he got to her.
Well, I was trying to write this as a the very beginning of the relationship between the two, and I couldn't see them feeling comfortable immediately sharing a kiss.
Ooo, maybe I should write a sequel where Sanji takes Zoro's sword and refuses to give it back unless he gets a kiss.
I have this icon of Zoro blushing, it's one of my favorites. :D
